Dr. William Roy Phelps, of Buie's Creek died Sunday morning, March 24, 2002, at Duke Medical Center. A grave side funeral service will be conducted at 2 PM Tuesday in Pinewood Memorial Park. Born in Suffolk, Va., Dr. Phelps began work at age 11, later joining the U.S. Navy and serving in Okinawa, Japan and Panama. He graduated from East Carolina University, earning a double major in Spanish and History. He returned to government service, becoming a US Naval Attache to Baghdad, Iraq, with other duty in Lebanon, Saudi Arabia, Kuwait, Jordan, Greece and Syria. Between 1955 and 1960, Dr. Phelps had duty in Havana, Cuba, San Antonia de los Banos, Teheran, Iran and was a member of the United States Military Advisory Group.
